Spot on!! This dynamic is evident in smaller police departments, too.

Choa’s DEI score isn’t close to being enough for LA, look for a female black multisexual who barely passed FTO in another department and then worked her way to leadership in community relations or some such office. Zero actual experience in law enforcement and no idea on how to turn the moral and department around to a place where they have qualified applicants wanting to join. Unfortunately for them, this is still the “great” state of California and as such, the laws, policies, and regulations of the state still apply to the department even if it is LAPD. Not sure how this works now, LAPD operated outside POST, technically it’s not mandated you follow POST guidelines, but if you wanted their protection from civil action you had to. Now with POST having absolute authority and the ability to pull a certification of any law enforcement officer, how does that work if LAPD doesn’t recognize them and provides their own instruction. Whatever, the “new” chief won’t be any different than the old one and the one before, a walking talking mouthpiece for the mayor and or city council. Look closely and you can see the wires coming out of the back where they control them.
