You're on the right track. Why do hardware stores sell fire extinguishers if we have a fire department? One of the challenges is we can dispatch to a Signal 5150N (non-violent mentally ill person) and wind up responding to a Signal 5150V (violent mentally ill person) - but too often officers respond to calls for a burglary, a disturbance, a sick or injured person, or a man down that actually turns into a mentally ill person.
