Simply put, elected sheriffs can do one thing appointed police chiefs can't . . . go to the public as a peer to the other electeds and say, "My fellow citizens, your county councilors will not give your sheriff's deputies the resources they need to keep you safe."
Any at-will chief doing so wouldn't last a month. That's why Seattle activists and voters overwhelmed their neighbors in unincorporated King County to determine they would benefit have a hamstrung figurehead APPOINTED as sheriff. Play nice in the sandbox TinStar, or is back to jail duty for you.

LEADERSHIP or should I say the lack thereof in these cities, including some mayors and police chiefs are what’s at the brink of failure.
